President William Ruto has unveiled a new uniform for Kenya’s general-duty police officers, saying the changes were informed by public participation and recommendations by the taskforce on police reforms.
The new uniform is expected to be introduced gradually, with graduating police officers set to become the first to wear the new attire from next week as they begin their service in the Kenya Police Service.
Speaking during the unveiling, President Ruto said the new design was part of wider reforms being undertaken by the government to improve the police service and respond to recommendations made through public consultations and the reform process.
“We are unveiling a new uniform for our general duty officers as a result of public participation and recommendation of the task force on reforms,” President Ruto said.
The President, however, acknowledged that changing the appearance of police officers alone would not automatically transform the service, emphasizing that professionalism must remain at the center of the ongoing reforms.
“We are not lost that a uniform doesn’t translate to professionalism,” he said.
His remarks appeared to underline the distinction between visible changes within the police service and deeper institutional reforms required to improve the quality of policing and strengthen public confidence.
The new uniform is expected to be worn first by officers graduating from police training next week, giving the newly trained officers an opportunity to begin their careers under the latest reforms being introduced within the service.
The introduction follows a period of debate over police uniforms, with the government and the National Police Service seeking to incorporate views from officers and members of the public on the appearance and design of police attire.
The latest changes also form part of a broader reform agenda that has placed greater emphasis on the welfare, dignity and working conditions of police officers, while simultaneously calling for higher standards of professionalism and accountability.
The government has argued that improving the working environment and welfare of officers can contribute to higher morale and better service delivery. However, President Ruto’s acknowledgement that a uniform does not translate into professionalism highlights the need for reforms to go beyond physical changes.
The effectiveness of the reforms will ultimately be measured by how police officers conduct themselves while carrying out their duties, including their interaction with members of the public, observance of the law, respect for human rights and adherence to professional standards.
The introduction of the new uniform therefore represents a visible component of the wider police reform programme, but the President’s comments suggest that the government is also aware that lasting changes within the service will require improvements in conduct, discipline, accountability and public relations.
For the graduating officers who will be the first to wear the new uniform, the change will mark the beginning of their careers under a new phase of police reforms. For Kenyans, the greater expectation will be to see the new appearance accompanied by tangible improvements in the way policing is carried out across the country.
The rollout of the uniform is consequently expected to attract attention not only because of its new design but also because of what it represents in the government’s broader efforts to reform the National Police Service and build a more professional, accountable and citizen-centered police force.
